For 2026, FMCSA's minimum annual random testing rates are 50% for drugs and 10% for alcohol. That's 50% and 10% of the average number of driver positions in the pool each year, not a guarantee that any one driver is tested.

At the published prices above, an EXAMPLE owner-operator's first year looks like this: membership, a pre-employment drug test, and whatever random selections come up. In a large pool at a 50% drug rate, a single driver might be selected once, more than once, or not at all in a given year.
Add Clearinghouse queries and time off the road for collections, and budget a little above the membership plus one test. Prices from other providers will differ.

For an owner-operator, a consortium is the practical way to meet the random testing rules, since a one-driver pool can't run a valid program alone. The membership fee covers the pool and administration; tests are usually billed separately.
The collection itself is usually quick; the wait at the site varies. Results take longer because the lab and the medical review officer must process them, often a few business days for negatives.
DOT tests must be collected and processed under 49 CFR Part 40 by qualified collectors and certified labs. Your consortium will direct you to sites that do DOT collections.
